[webco-beta] No RRT?

I might be doing something wrong, but RRT does not seem to be 
installed/working on our instance.  Just the behavior in the "selected 
resources" window is wrong for RRT (does not display the Type:blahblah 
(proposed: blah3blah).  Then scheduling still behaves the same way it 
does in 3.0.4, no swapping of resources, etc.

I will be filing bugs on a bunch of other stuff, but this seemed to 
require more immediate action.
