Yes, the instance was taken down.  We haven't had a 3.1 bug from you
guys since July 1st!

If you're only interested in casual 3.1 testing, then you should use
beta.webcheckout.net.  If on the other hand you are ready to do full
production-level testing, let us know and we can remigrate your data
and bring your instance back, assuming we have enough available memory
on our testing server.
