[webco-beta] Beta iunstances updated

The beta instances available on hm.onshored.com have been updated.
this includes the instances at:

concordia.webcheckout.net
usc.webcheckout.net (also imported most recent data)
artcenter.webcheckout.net
beta.webcheckout.net

We ask that those clients doing pre-release testing of 3.1 focus on
the following:

1. Critical circulation workflow
   * RRT usage
   * Rapid Return
2. Tickets (Helpdesk module)
3. Invoicing

When you report bugs via bugzilla, please target them for the 3.1
milestone.
