[webco-beta] status on testing machine

We've been having some problems this week with the testing box which
is hosting ucla.webcheckout.net and evergreen.webcheckout.net.

We think believe the hardware problems may be fixed.  We will continue
to monitor the situation.  For now, at least, the 3.1 testing
instances are up and updated and ready for testing again.

Sorry about the inconvenience, and next time we'll try to give you
more timely notice of what is happening.
