[webco-beta] 3.1 testing status

Note to testers:  3.1 has entered alpha; we have begun very limited
user testing at this point.

We are waiting for some things to settle before opening up 3.1 to
wider testing (beta), but that should be taking place in a week or
two.  At that point we update beta.webcheckout.net with version 3.1
and announce it here for testing.

We will also put a notice here or on the users list when we have the
changelog for 3.1 ready.

In other news, we're also earing final preparations for webcheckout
3.0.4, the next point release.  We may update beta with this version
sometime this week -- Josh could say for sure.
