[webco-beta] testing instances updated

The following instances have been updated:

  beta.onshored.com      -- 2.0.10
  ucb.webcheckout.net    -- 2.0.10
  saic.webcheckout.net   -- 2.0.10
  umich.webcheckout.net  -- 2.1.alpha

We hope to release 2.0.10 shortly so we need to conduct final testing
on that.  There are a number of changes from the past 2 weeks not yet
in the release notes, we'll notify you when the 2.0.10 release notes
are updated.
