[webco-beta] beta instance updated

2.0.10 testing time is here.  The beta.webcheckout.net instance is
updated.  We have fixed a number of problems in this release -- see
the testing release notes,

These release notes do need work and revision for more recent changes,
we'll let you know when that is done.
