[webco-beta] testing instances updated

The following instances have been updated:

  http://beta.onshored.com/        -- 2.0.10, demo set

  http://saic.webcheckout.net/     -- 2.0.10, SAIC data

Also, for 2.1 testers:

Data from our customers were *not* reloaded, as it didn't seem
necessary.  If you need newer data in your testing instance, you can
let us know here.

We hope to release 2.0.10 shortly so we need to conduct final testing
on that.  There are a number of changes from the past 2 weeks not yet
in the release notes, we'll notify you when the 2.0.10 release notes
are updated.
