[webco-beta] version number change

Hello, beta testers...

In light of the large number of changes both behind the scenes and in
the user interface in version 2.1 of WebCheckout, we've decided to
bump the version number to 3.0.  This change is reflected in Bugzilla
as well as in the application.  The 2.1, 2.1.x and 2.2 milestones no
longer exist, and are now replaced with 3.0, 3.0.x and 3.1 milestones
respectively.

We think changing the version number to 3.0 will highlight the
numerous improvements to the system and underscore the differences
from previous versions on the 2.x line.
