[webco-beta] instances updated and building pass report

The instances have been updated (well, saic is down for a bit right
now getting updated and remigrated from this morning's data), and the
bad crash in the building pass report is apparently working again, so
please feel free to go nuts.  Hopefully, since it's Friday night, you
all are out and doing something fun.
