[webco-beta] test schedulator limits, please

Testers, please check schedulator limits.  We need to know whether the
following limits are properly expressed, not only as warnings in the
applet status line, but also dynamically in the schedulator timeline
as you drag the tabs around.

You'll need to play around with rtype policies and test all these:

 - max checkout period

 - turnaround time constraints

 - reservations start interval/end interval

 - if checkout, usage hours per week and per semester

 - if reservation, reservation hours per week and semester

Please let me know which are working and which aren't.

Let me know if you're confused about what policy items are operative,
but be sure to read the documentation on policies first.  The
documentation should make this clear...
