[webco-beta] SAIC beta instance upgraded to newest new code

http://alpha.onshored.com/saic/wco/ has been updated to the newest 2.0
code, which contains changes to scheduling core.  Please REtest all
checkout/reservation online/offline unserialized features, anything to
do with scheduling of resources.
