[webco-beta] instances updated

Ok, we've updated our beta and saic instances to the latest.  There
has been a reworking of the transaction system, which means the
internal data management part of the application that tries to keep
cache, session data, and the database in a consistent state at all
time.

I suggest testing edit reservation and other operations that make
changes to allocations.

Known issues:

 - no notice on PIN failures (3740)

 - still some cases of overlapping schedule nodes exist
   (bug 3695)

 - still some problems with resource schedules loading in view
   available or the schedulator (bugs 3711, 3684)

I think there might be capability checking problems, e.g., window
worker able to edit people, stuff like that.  That might be a good one
to recheck.

Note: the saic data we migrated with is a bit old, e.g., from 23
April.  Let me know if we need to reload newer data.
