[webco-beta] testing instances being updated, maintenance window

The testing instances are currently being updated to the latest code.

Both instances are getting full data reloads.  The beta should be up
within 15 minutes, the the SAIC instance, within the hour.

We've established a regular maintenance window for the testing
instances: from 9am to 10:30am.  This gives us a known period when the
testing instances can be down, if needed, for upgrade.
