[webco-beta] testing for 2.0.4

The 2.0.4 instances have been refreshed and updated and remigrated.
Testing for this line is re-opened and should please take place in
earnest.
What's changed in 2.0.4 is the modelling of time events, both for
checkout center open times, checkouts and reservations.
Here are some ideas for things to test:
- offline: taking things offline that are scheduled;
offline indefinately
- editing reservations (as perverse as you can make it)
- pickups: trying to pick things up when they are
still checked out, "edit as checkout" so that you are adding,
removing resources during pickup
- partial returns
- autocirculating
- unserialized
- renewal, partial renewal
- trying to break the checkout center schedules, add holiday, trying
to create overlapping weekly schedules, etc. Note: if you are
messing with the beta center schedules you might want to create a
new checkout center in case you do manage to wedge it.
There are some pages which don't seem to accept PINs at least on
certain browsers, so if you have problems you might want to use a user
with "Bypass PIN" turned on, e.g., the "boss" user in the beta
instance.

Performance should be much better now but we do still have some
network problems connecting from the world to our servers (e.g., 20
second hangs) so if you spot something slow, try it at least twice to
make sure.
There are still some SAIC only migration bugs
