[webco-beta] testing status

Ok, most checkout center schedule stuff is fixed -- not all, see bugs.

Anyhow, we have a beta that's ready for testing right now; migration
blockers should be fixed soon so we can run migrated instance as well.

Please go ahead and test.  The things that changed had to do with 
resource schedules and allocations, so that means we need to try to
break that.  That means:

  offline
  unserialized
  try to make two reservations that conflict
  partial pickups
  partial returns
  trying to pickup resources still checked out
  making sure policies are applied correct
