[webco-beta] test usages fees more please

I hope one or more of the testers go over usage fees, setting them on
the resource types (for one or more patron classes) and making sure
the different fee rules are applied properly.

Please ask if you have questions on how it is supposed to work.  This
rather technical email snippet from Craig might help:

The basic-usage-fee and basic-usage-fee-seperated rules will indeed
pro-rate the usage fees.  The former puts it into the same invoice as
any fines, the second puts all usage fees on the same invoice, but
seperate from any containing latefines.

The half-day rules pro-rate, except where the usage rate is defined in
day values, in which case it calculates those usage fees by rounding
up to the half day unit.  It also has a same and seperate invoice
variant.

The round-up usage fee rules will round up to whatever unit the rate
is defined in.  So it would round to minutes if the rate is defined in
minutes, or hours or days...  It too has same and seperate invoice
variants.
